EVA CARGO NEWSFLASH - AAMS TRANSMISSION Please be informed that EVA Airways Cargo now complies with the final rule of required advance electronic presentation of cargo information issued by the U.S. Customs and Border Protection (CBP). The rule requires us to submit accurate and complete cargo information, including HAWB level information, electronically to the Air Automated Manifest System (AAMS). Accurate and complete cargo information, including master air waybill (MAWB) and house air waybill (HAWB) level data, must be transmitted through the AAMS to the CBP no later than 4 hours prior to the arrival of the aircraft at the first port of entry in the United States. Following the implementation of the new CBP requirements, we would like to take this opportunity to notify you of the following:
AAMS HAWB Data Transmission Methods Effective December 13, 2004, EVA Air recognizes three different methods of transmission of data to the CBP.
- 1.) Electronic data transmission to EVA Air (EDI):
All HAWB data sent by agents or forwarders electronically by way of FHL/2 to EVA Air for transmission to the AAMS system will incur a charge per HAWB. The total amount must be listed on the MAWB as 'Other Charges' with the charge code 'CG'.
When you submit the HAWB information to us electronically, please note the following:
If you send FHL/2 messages to EVA Air through SITA, please do so at the address TPETVBR.
If you send FHL/2 messages to EVA Air through the Cargo Community System (CCS), you are required to submit the HAWB information via CCN, EZYCARGO, US-CCS (SITA), Descartes or TradeVan.
- Manual input of HAWB data by EVA Air:
When agents or forwarders are unable to transmit FHL/2 messages, EVA Air will manually input the HAWB data into our AAMS system. A charge for each manually entered HAWB will apply. The total amount must be listed on the MAWB as 'Other Charges' with the charge code 'CC'.
- 3.) Direct transmission to the CBP:
If you as a forwarder are authorized to submit HAWB data directly to the CBP and wish to do so, it is mandatory for you to register with us in advance. We will confirm the registration after verifying your supplied information with the CBP. After approval by EVA Air, registered forwarders may submit HAWB data directly to the CBP, but must indicate they have done so on the MAWB by inserting the text 'HAWB INFORMATION HAS BEEN SUBMITTED DIRECTLY TO US CBP BY AGENT' in the Handling Information box of the MAWB, along with their Facilities Information and Resources Management System (FIRMS) code. Registered forwarders who submit HAWB data to both the CBP and EVA Air will not be charged a transmission fee. However, EVA Air will assume that unregistered forwarders who submit HAWB data to us require us to transmit that data to the CBP, and the forwarder will be charged accordingly. (Please see the Transmission Fees Table for a full list of fees by origin station)
Nominated Agent Registration If you are authorized to submit HAWB information directly to the CBP and elect to do so:
- You must take full responsibility for submitting all HAWB information to the CBP.
- The exact name of the cargo agent and destination must be registered with the CBP.
- The FIRMS code (Facilities Information and Resources Management Systems) must be registered with the CBP.
(Please print out and sign the EVA Air Nominated Agent Endorsement form to register) Commodity Descriptions must be in English and need to be very specific in nature
'Spare parts' is not an acceptable description when in fact the goods are 'aircraft turbine screws'. The CBP requires that full disclosure of all cargo contents be made.
