Travel Restrictions

For the purpose of preventing the spread of COVID-19, serval countries have issued a ban "Non-residents who have certain countries travel history will be denied entry". For your own benefit, please inform our ground staff proactively and honestly.

Considering that the entry and exit regulations of each countries may be changed at any time according to the epidemic situation, the following information is for reference only. Passengers are suggested to check the relevant regulations on entry or transit in various countries before taking the flight.

According to the policy issued by the CECC on June 24th, transit/transfer service at Taiwan Taoyuan International Airport will be resumed in phases with effective from 0:00 on June 25.

Transit/Transfer in Taiwan】

  • From 25 June 2020, transit/transfer service at Taiwan Taoyuan International Airport will be resumed in phases. 
  • Transfers are only allowed between airlines within the Evergreen Group airlines (EVA, UNI). Transfer to and from flights operated by other airlines are currently not allowed. In the first phase, transfer to and from Mainland China is not permitted. 
  • For entry requirements of final destination, please also make sure it is eligible or not before your reservation.
  • The connection time between flights must be less than 8 hours on the same day. 
  • You shall get onward boarding pass from the origin and have baggage through checked-in to final destination. 
  • Wear a mask throughout the entire journey, including in-flight, departure or transit/transfer. And cooperate to do the temperature screening, hands sanitization…etc.. For more information about travel notice, please click here. 
  • Follow the instructions from our staff to board or disembark the plane. For the transit/transfer, please follow the ground staff to the boarding gate or stay at the designated transit/transfer area.


【INBOUND TRAVEL】

From July 26, all passengers flying from Philippine are required to follow the below regulations:

  1. Taiwanese nationals and foreigners hold ARC or residents/workers/students/diplomats are required to do the COVID-19 test at TPE airport.
    Passengers with symptoms will be under quarantine at a designated place.
    Passengers without symptoms will be undergoing 14-day home quarantine.
  2. Foreigners who do not have resident status are required to provide the certificate of a negative COVID-19 RT-PCR test result issued within three days of boarding to transfer or enter Taiwan. They must undergo a 14-day home quarantine period upon entry into the country.


From June 22, short-term business travelers are allowed entry and can apply for shortened home quarantine period

The CECC announced that business travelers who wish to make short visits to Taiwan can apply for shortened home quarantine period starting from June 22 if such travelers meet all the conditions listed below:

  • Those who are allowed entry according to the announcements of the CECC
  • Those whose duration of stay doesn’t exceed three months
  • Business travelers who enter the country for business activities, such as goods inspection, after-sale services, technical assistance and training, and contract signing
  • Those who arrive from low- or medium-risk countries/regions announced by the CECC and have no history of travel to other countries in the last 14 days before boarding the flight to Taiwan.

Note: The low-risk and medium-risk countries/regions are listed below. The list will be adjusted based on the epidemic situations and trends, surveillance and testing capacities and epidemic information transparency in these countries and regions, as well as the epidemic situations in their neighboring regions and countries. The list will be reviewed every two weeks.

  1. Low-risk countries/regions: New Zealand, Macao, Palau, Fiji, Brunei, Vietnam, Thailand, Mongolia, Bhutan, Laos, Cambodia, Myanmar.
  2. Medium-risk countries/regions: South Korea, Malaysia, Singapore, Sri Lanka

Taiwan will relax entry measures for foreign nationals and Hong Kong and Macao residents starting June 29 to meet commercial and trade demand and humanitarian needs, announced by Central Epidemic Command Center (CECC), as follows:

  • Foreign nationals may apply to enter Taiwan for reasons other than tourism and regular social visits.
  • Hong Kong and Macao residents may apply to enter Taiwan for special humanitarian reasons or emergency situations; to fulfill contractual obligations; as part of internal transfers within multinational enterprises; when they are the spouse or child of an R.O.C. national and possess an R.O.C. Resident Certificate; for commercial and trade exchanges; or when they hold an R.O.C. Resident Certificate related to employment, investment, or entrepreneurship.
  • Mainland Chinese children 2 years old or younger (were born after July 7, 2018), who possess an R.O.C. Resident Certificate, of Taiwanese nationals may apply for entry into Taiwan and their parents may accompany them. The children and parents must undergo a 14-day period of home quarantine as required after entry.

The CECC stated that foreign nationals and Hong Kong and Macao residents who have received permission to enter Taiwan, when checking in with the airline for the flight to Taiwan, must present an English-language certificate of a negative COVID-19 RT-PCR test taken within three days of boarding. They must also undergo a 14-day home quarantine period and observe other relevant epidemic prevention measures upon entry into the country. The purpose of these stipulations is to ensure safety in airplanes and airports and minimize the risk of COVID-19 community transmission in Taiwan related to foreign nationals and Hong Kong and Macao residents.

The CECC also reminds all travelers bound for Taiwan to use their mobile phone to log into the Quarantine System for Entry (https://hdhq.mohw.gov.tw/) when checking in or prior to boarding at the place of departure and fill out a health declaration form, so as to accelerate immigration procedures at the port of arrival in Taiwan and facilitate community prevention measures following entry into the country.

Note: Entry measures for foreign diplomats, migrant workers, and foreign students are being supervised by the Ministry of Foreign Affairs, Ministry of Labor, and Ministry of Education; risk levels for these groups are manageable. In consideration of the difficulty in obtaining a certificate of a negative COVID-19 RT-PCR test for people coming to Taiwan for emergency situations and crewmembers on vessels arriving in Taiwan, these groups are exempted from providing such a certificate.

    1. Passengers’ arriving in metropolitan France from: MEMBER STATES OF THE EUROPEAN UNION AS WELL AS ANDORRA, ICELAND, LIECHTENSTEIN, MONACO, NORWAY, SAN MARINO, SWITZERLAND, UNITED KINGDOM, VATICAN, AUSTRALIA, CANADA, SOUTH KOREA, GEORGIA, JAPAN, MOROCCO, NEW ZEALAND, RWANDA, THAILAND, TUNISIA, URUGUAY, are not limited in their reasons for travel (those reasons revealed by“INTERNATIONAL TRAVEL CERTIFICATE TO MAINLAND FRANCE FROM A THIRD COUNTRY”) with regard to prevention of the risk related to the COVID-19 epidemic.
    2. Nationals of third countries (non-France/non EU countries) holding a France residence permits or long-stay visa issued by France.
    The French border regulations will continue to be revised in accordance with the development of the COVID-19. It is highly recommended to refer link to the "INTERNATIONAL TRAVEL CERTIFICATE TO MAINLAND FRANCE FROM A THIRD COUNTRY" to understand the eligibility criteria for entry into France, or consult with the Bureau Francais de Taipei, or refer to the worldwide border measures/consultation of COVID-19 which revealed by BOCA, Taiwan.
    In addition, all passengers entering France or transiting through France are required to complete theINTERNATIONAL CIRCULATION ATTESTATION TO MAINLAND FRANCE declaration form prior to check-in.

    Sanitary controls are carried out on arrival at French airports. Passengers will be asked to show the boarding pass from their original departure airport.
    By law, in the absence of presentation of the required documents, passengers may be subject to additional controls including an RT-PCR test at the airport, a quarantine procedure or even refusal of entry into the territory.
    1. Passengers with a negative RT-PCR test carried out less than 72 hours ago OR coming from Australia, Canada, Georgia, Japan, Montenegro, New Zealand, Rwanda, South Korea, Thailand, Tunisia, Uruguay:
      These passengers will have faster sanitary control at the airport.
    2. Passengers from South Africa, Algeria, Brazil, India, Israel, Kuwait, Madagascar, Oman, Peru, Qatar, Serbia, Turkey:
      Passengers over the age of 11 who do not have a negative RT-PCR test carried out less than 72 hours ago will have to undergo a test on arrival at the airport.
      In case of refusal, they will be placed in compulsory quarantine.
    3. From the United Arab Emirates, United States, Bahrain, and Panama:
      Travelers over 11 years old must show a negative RT-PCR test carried out within 72 hours before boarding a plane to France, otherwise boarding will be denied.
    4. Passengers from other countries:
      They will be invited to be tested upon their arrival in France and to quarantine for 14 days in waiting for the results of their tests.

  19. Austria (AT)
    Exemption from entry restrictions:
    1. Persons who are citizens as well as their family members living in the same household or (habitual) residents of one of these countries AND who are arriving from one of these countries AND who have only been to these countries or in Austria within the last 10 days are free to enter Austria (no molecular-biological SARS-CoV-2-test, no quarantine): Andorra, Belgium, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, San Marino, Slovakia, Slovenia, Spain, Switzerland, United Kingdom, Vatican. 
    2. Third-country nationals arriving from Schengen area, Andorra, Bulgaria, Croatia, Cyprus, Ireland, Monaco, Romania, San Marino, United Kingdom or Vatican are required to provide a health certificate not older than 72 hours which confirms that a negative molecular biological SARS-CoV-2- test is given and are required to start a 10days quarantine.
